À l’aube du deuxième anniversaire de la déclaration d’indépendance du Kosovo, plusieurs points d’interrogation demeurent concernant le développement politique du territoire. Une administration internationale a été mise sur pied pour faire face à plusieurs défis en 1999. La Mission d’administration intérimaire des Nations Unies au Kosovo (MINUK) a duré près de dix années, présentant des résultats plutôt décevants. Malgré le fait qu’elle conserve officiellement le statut d’administrateur du territoire, l’ONU s’est engagée dans un processus de transfert des responsabilités internationales à l’Union européenne. Cette conférence a pour but de souligner les défis politiques, sociaux et économiques posés à la communauté internationale et aux communautés kosovares dans le contexte de la passation des pouvoirs entre l’ONU et l’UE.
Context
At the eve of the second anniversary of Kosovo’s unilateral independence, many question marks remain over the future of the territory. To help Kosovars face the challenges that were already noticeable after NATO’s intervention, the international community set up an international administration over the territory in 1999. The UN interim administration mission in Kosovo (UNMIK) lasted nearly ten years, with only mixed results to show for it. While still retaining officially the guardianship over the territory, the UN is increasingly poised to hand-over its international responsibilities to the European Union. This conference will highlight the political, social and economic challenges faced by the international community and Kosovars alike at the eve of this important transfer of political authority from the UN to the EU.
